Caroline provides senior-level strategic input on patient & public engagement, involvement, public consultation and strategic communications for NHS bodies, Public Health and local authorities who wish to change public services.

She provides advice on how to meet legal and regulatory requirements and how to go about involving citizens – and because she has strategic and operational experience of complex services change programmes, she’s able to quickly assess your project and advise on the key elements of engagement delivery – and how this links to the legal and regulatory requirements.

With over 25 years experience leading and delivering public engagement and consultation, communications and marketing programmes across private, public and healthcare sectors, Caroline is a passionate advocate of the strategic value engagement and communications brings to organisations, and particularly for boards and senior teams faced with having to make big changes to public services.

Caroline’s strong track record includes strategic communications, public consultation for several challenging NHS change programmes, most recent of which successfully defended a judicial review on the consultation process.

Caroline has worked for a range of NHS and other clients nationally and internationally, she is an expert in healthcare policy in relation to significant service change, communications, public engagement, staff engagement, public health behaviour change, service design and campaigns.

Caroline chairs The Consultation Institute’s Associate Council.

When not at work, she’s spending time with her husband Michael, family and friends, making memories of good times together, and walking her Border Terrier siblings Harrison and Honey.
