Pre-determination hearing set for failure to carry out public consultation

Aberdeen City Council officers wrote to Kingswells Community Council (KCC) asking requesting that its objection to the £50 million Kingsford stadium be retracted because it didn’t carry out a public consultation.

Former KCC chairman John Gerrie, who received the letter from the council, said: “This is absolutely outrageous from the city council. We carried out a public consultation for people of Kingswells to have their say in the plans.

“We didn’t hold an actual event due to the time constraints and the lack of manpower but we put all the documents on our website for people to have a look and allow them to have their own view. We also put a notice in the Kingswells newsletter asking people to look at our website and get back to us about their views.

“A vast majority of the views were against the stadium and training facilities therefore we decided to object to the stadium.”

A pre-determination hearing will be held on September 13 for the stadium.

John said the objection would stand.

He added: “We carried out a consultation and we are representing the views of the people of Kingswells.

“We didn’t have events for other large applications in the area and we didn’t have the council saying anything.”

An Aberdeen City Council spokesman said: “As a local authority our role is to advise in line with the Aberdeen City Council Scheme for the Establishment of Community Councils, Planning Protocol, Local Government (Scotland) Act 1973 and Planning Advice Note 47.

“The advice we have provided to Kingswells Community Council is that its objection does not appear to be consistent with the terms of the Scheme for the Establishment of Community Councils.

“The grounds for this advice follow the receipt of complaints relating to the requirement for public consultation. Having been provided with this advice, the decision on how to proceed rests with the community council.”
