The Five Phase Approach
How do you ensure that what you consult upon is robust and credible? What should pre-consultation look like? What is good practice?
The Five Phase Approach covers both what pre-consultation should look like and how we arrive at what we consult upon. Discussing four stages of involvement before consultation (the fifth stage) it explains why you should consider these phases, how it builds a stronger case for change, better solutions or options and reduces risks of challenge at consultation stage.
The phases can be applied proportionally to any scenario where change is required, whether to policy or service change.
