The council has been urged to cancel a six week public consultation period on the controversial Whitesands flood defence scheme.
There has also been a call for the local authority to hold a referendum on the subject to decide it once and for all.
A six week public consultation period on the £25 million scheme started on Friday.
John Dowson, from the Save Our Sands campaign, said: “There’s a lot of council speak and it’s caused confusion. It references acts and sub acts and people don’t know what that means.
“It hasn’t been properly explained and in the middle of a pandemic I am really calling on the council to withdraw this until a few months down the line and hopefully we are in a better place with Covid-19 and it isn’t as much of a factor.”
Mr Dowson added: “John Swinney said the Scottish Government wouldn’t grant approval for any project without community support. This doesn’t have community support.
“The SNP are very keen on referendums – Rob Davidson should be getting the council to have one on this. They have never asked the question just like that – do you want the scheme or not.”
This six week notice allows members of the public to object to the process behind the scheme and not the designs itself.
There were attempts made by Tory councillors to stop the six week period from starting due to the coronavirus pandemic restrictions.
Mr Dowson continued: “Our advice to people is unless they can find a legal procedural fault in what the council has done or unless they have vast sums of money then an appeal is pretty much not worthwhile.”
A council statement said: “A decision was taken at the December 2020 meeting of the council on the Whitesands Flood Defence Scheme. The notification (22 January) of the Scottish Ministers’ decision to confirm the scheme follows on from the council decision.
“We have and will continue to engage with properties, commercial and residential, on the impacts of the defence and have been open and transparent throughout.
