Unlike internal checks, this is an external validation that your approach meets recognised standards, including the Gunning Principles, statutory duties, and best practice. Through a structured review of your plans, documents, and governance, the Certificate confirms your consultation is lawful, transparent, and defensible before it begins.

You receive a formal Certificate of Consultation Readiness, to share with scrutiny bodies, boards, or committees, or publish alongside your consultation materials to demonstrate transparency.
The Certificate is issued at the end of Part A: QA of a Pre-Consultation. tCI assesses all five phases, from reviewing the current position through to the decision on what to consult on. When they meet the standard, the certificate is awarded and you are ready to launch.
The Readiness certificate is awarded at Good Practice or Best Practice and marks the natural end point of Part A. Where assurance across the whole process is required, the programme continues into Part B: QA of a Public Consultation, which carries the Part A assessment forward without repeating it and leads to the Certificate of Assurance.

The Certificate isn't legal advice. It provides independent assurance that your consultation is fair, transparent, and defensible, and creates a clear record for boards, scrutiny, and auditors.
The judge noted he was “fortified” in dismissing the consultation complaint because the process had been independently quality-assured by the Consultation Institute.
In a separate case the court noted a consultation “was the subject of an external audit by the Consultation Institute, and was awarded a Certificate of Best Practice.”

03 Who is it for?
Local authorities, NHS bodies, and infrastructure promoters most often seek a Certificate, particularly when projects are high-profile, sensitive, or exposed to political or reputational risk.
04 What does the process involve?
The assessment typically includes a review of consultation documents, timelines, equality considerations, governance arrangements, and engagement plans. We then provide feedback and, once issues are addressed, issue the certificate.
05 How long does it take?
Most reviews are completed within a few weeks, depending on the scale of the consultation and the availability of materials, key staff, and meetings.
06 How does it differ from QA Lite or Early Assurance?
QA Lite is a proportionate check for smaller changes that don’t require full consultation. Early Assurance is a pre-consultation review during scoping. The Certificate of Consultation Readiness is the full, formal assurance designed specifically for live consultations.
07 What happens after the certificate is issued?
The Readiness certificate is the natural end point of this engagement, which concludes just before your consultation opens. If you also want assurance across the rest of the lifecycle, the engagement can be extended through the consultation and up to the decision, leading to a separate Certificate of Assurance.
